आर० पी० डिग्री कालेज की स्थापना एक ऐसे सुरम्य वातावरण में हुआ है जो विश्व विख्यात मंदिर शिवद्वारा एवं प्राकृतिक तथा नैसर्गिक सौन्दर्य खजाने के रूप में अपनी छटा बिखरने वाली मुख्खाफाल के निकट स्थित है। इस कालेज के सुरम्य एवं खूबसूरत वातावरण को देखकर प्रमुख शिक्षा विद् एवं भारतीय कालीन प्रौद्योगिकी संस्थानके निदेशक प्रो० के० के० गोस्वामी कहते हैं कि यह न्यूजीलैण्ड के किसी खूबसूरत वादी से बढ़कर हैं, यहां का वातावरण, व्यवस्था और यहां के लोग न्यूजीलैण्ड के किसी शिक्षण संस्थान से कम नहीं है।
